Russian Gov't approves road map for facilitation of trade at seaports

In its order dated April 30, 2014 (№ 739-p) the Government of the Russian Federation has approved the action plan ("roadmap") for facilitation of trade flows, including simplification of customs clearance of goods and vehicles at seaports, improvement of the investment climate. The document named "Improving Customs Administration" was published on the Russian Government official website.

The document was submitted by Ministry of Transport of Russia.

The action plan measures to improve transport situation in ports are as follows: synchronization of routine operations of checkpoints and businesses entities in seaports; creation of facilities, IT applications for interagency cooperation and data exchange between governmental control authorities and foreign trade participants; introduction of a “single window” mechanism; electronic documents workflow; harmonization of documents and unification of information submitted to the state control bodies; implementation of risk management system for the veterinary, phytosanitary, quarantine and sanitary / quarantine controls;

The document obligates customs authorities to provide in 100% cases customs applicants with information about the possibility of passage their cargoes through customs control, subject to advance declaration submission prior to completion of vessel unloading; changes in the rules of the regime at Russian Federation boarder crossing checkpoints in terms of reducing the time for issuance of entry permits for vehicles to enter marine checkpoints to discharge cargoes, etc.
