STLC to decide on financing of Lavna terminal project by year end
OJSC State Transport Leasing Company (STLC) will make a decision on attracting of off-budget financing for the construction of a coal terminal Lavna on the left shore of the Kola Bay (Murmansk Region) by the end of 2015, most probably within the 6-month period. As Vladimir Dobrovolsky, Deputy Director General of STLC, told IAA PortNews, the volume of financing has not been determined yet but is supposed to be essential. The resources are expected from the banking sector through bond issuance.
OJSC State Transport Leasing Company entered the market of leasing services in 2001 as a CJSC Leasing Company of Civil Aviation. The Company obtained its current name in 2006. 100% of the Company are held by the state. In 2011, STLC entered the list of TOP-5 leasing companies in Russia and was acknowledged by Expert RA agency as the fastest growing company.
Construction of the "Lavna" coal port was projected as part the Murmansk Transport Hub development.
Designed capacity of the terminal will be 18 million tonnes of export coal a year.
The “Comprehensive Development of Murmansk Transport Hub” project is to be completed by 2018. The project implies the construction of a railway line to the left shore of the Kola Bay (including two railway stations and a bridge across the bay). The project also envisages construction of a new coal transshipment facility (Port "Lavna") and an oil products terminal.
