RF Transport Ministry starts working out a bill to regulate cargo handling outside seaports’ water areas
Transport Ministry of the Russian Federation has commenced working out a draft federal law “On introduction of amendments into the Federal Law “On the internal maritime waters, territorial sea and contiguous zone of the Russian Federation” in the part of loading/unloading activities involving vessels outside the seaports’ water areas”. According to the Federal Portal for allocation of draft legal acts, the public debates on the initiative will last till September 23, 2015. The draft document will be published upon completion of the primary public debates.
The law is supposed to set forth the rules for loading/unloading activities within seaports’ water areas and to allow such activities outside seaports’ water area upon a permit issued in accordance with the procedure established by RF Government.
