The European Commission has recently published an updated version of the analytical grids on the financing of infrastructure projects. The grid for the construction of port infrastructures explains when, according to the European Commission, the existence of aid is excluded, when notification for state aid clearance is needed and the framework for services of general economic interest, ESPO said in its press release.
The analytical grids are a means for the European Commission to explain the current rules and decisional practice of the Directorate-General for Competition (DG COMP) on the application of State aid rules to the public financing of infrastructure projects. The grids have been updated following the State aid modernisation exercise. The previous ones dated from 2012 and followed the Leipzig-Halle judgment.
