Economic Development Ministry gives thumbs down to draft S2S transshipment regulation
Russia's Ministry of Economic Development has provided a negative feedback on the draft amendments to the Rules of Ship-To-Ship transfer, safety regulations at sea ports the Ministry said on its official website.
Following the assessment of possible impact of the draft act the ministry experts found provisions that may impose excessive administrative and other restrictions and obligations on business entities, or, contribute to the introduction, may entail unjustified expenses by operators and by the budgets of federal and regional institutions.
The Ministry said its decision was due to the lack in some provisions of precise procedure of determination of ship-to-ship operation locations which may result in legal uncertainty: who will be authorised to determin the specific coordinates of the S2S locations and how.
The draft amendments to the rules do not contain any transitional period or transitional provisions.
In practice all these flaws in the proposed draft amendments may result in different federal and local mandatory safety rules for ship-to-ship transshipment at sea ports contradicting each other and current effective requirements, the Ministry said.
