Russia’s State Duma approves ensuring the priority of ships flying RF flag in the segment of short-sea shipping

Russia’s State Duma has approved in the second reading the draft law “On introduction of amendments into Article 4 of the Merchant Shipping Code of the Russian Federation in the part related to short-sea shipping” The draft law is intended to ensure the priority of ships sailing under the flag of the Russian Federation and involved in shipping and towing not only between the seaports of Russia but also between the seaports and other places of loading/unloading, artificial islands and structures on the continental shelf of Russia. 

The draft law is aimed at ensuring favorable social and economic conditions in the sector of short-sea shipping based on the balance of state interests and the interests of shipping companies and their service users as well as at raising the competitiveness of companies operating ships under the flag of Russia.

The proposed measures will contribute to re-distribution in the market of short-sea shipping in favor of Russian ship owners or companies operating in their interests.
