Round table on import substitution in Russian shipbuilding sector slated to be held on August 29 in St. Petersburg
PortNews Media Group will host a roundtable discussion “Import Substitution in Russian Shipbuilding: Ambition and Reality” to be held in St. Petersburg, August 29.
Many participants of Russian shipbuilding market believe that the adoption of Russian Government decree No 719 aimed at increasing the share of Russian components in shipbuilding projects at Russian shipyards for Russian customers and funding the newbuilds through state budget funds (state orders, state subsidies, etc.) as a premature step. The change in the legislation has caused discussions in different segments of the industry about the practice of using a small range of domestic ship components and has led, in some cases, to the suspension of work on the placement of new orders.
Among invited participants are Russian design organizations, classification societies, shipowners, financial institutions (including leasing companies), shipyards, Russian manufacturers of marine equipment, foreign suppliers and manufacturers of marine equipment, industry regulators (Minpromtorg, Ministry of Transport), project developers from SKO Center (Center for import substitution and local content in manufacturing of ship components), etc.
The participants of discussions will assess the possibility of building today a mixed river-sea navigation ship in Russia that meets the 719 Government decree, will focus on the unambiguous interpretation of the decree. The roundtable participants will prepare grounded proposals for amendments to the current legislation taking into account the actual situation in the SKO market and plans of foreign suppliers for local manufacturing content on the territory of the Russian Federation.
