The Russian Ministry of Economic Development assigned to Management Company Special Economic Zones (MC SEZ) the authority to manage special economic zones. According to the MC’s press service the Ministry and the company have already signed the relevant agreement.
"The signed agreement is crucial for business. The new control system operates in full accordance with the business logic. We speed up and simplify administrative procedures, based on the best examples of international practice of development projects management ", said General Director of MC SEZ Igor Kosov.
According to the management company, the move will "significantly reduce the time of signing land lease contracts: from the filing of the application the execution of contract will require no more than 15 days." "The process of application review, the decision and the contract itself will be purely technical in nature", said Mr. Kosov.
The Management Company becomes for the companies-investors a "single window" at the phase of entering into a special economic zone and on the phase of operating activities.
In accordance with the agreement signed on November 26, 2010 MC SEZ has the authority for the management and disposal of land and other real estate, to receive technical conditions for connection to utility networks and transfer them to companies-investors of special economic zones.
JSC MC Special Economic Zones, formed in 2006, is the management company, which is in charge of the existing and newly created special economic zones in Russia. Of the 23 existing SEZs 3 specialize in the development of industrial production, 4 – in technological innovations, 13 - in the development of tourism and recreation business, 3 - in the development of port logistics and transportation hubs.
The MC’s sole shareholder is the Russian government. Since the enactment of the SEZ law in 2005 and until 2010 the company has operated as a customer of infrastructure. From 2006 to 2010 238 investors from 18 countries have invested in the special economic zones of Russia.
