New appointment at Russian Transport Ministry

Nikolai Asaul, Chairman of the Committee on transport and transit policy of the Government of St. Petersburg, was appointed Russian Deputy Minister of Transport on transport safety. Nikolay Lyamov, a former head of the office, is going to work in the government of Moscow.
The appointment order (Dec.10, N 2234-p) was signed by Russian Prime Minister Vladimir Putin.

Mr. Asaul was born on April 21, 1977 in Leningrad (St. Petersburg). In 1994 he entered St. Petersburg State Engineering and Economics Academy, majoring the industrial management. He began his career in 1992. In 1998 he obtained an academic decree of economist-manager and entered MA course. In 2000 he defended his master's thesis. In 2001 he entered the graduate school of the St. Petersburg State University of Civil Engineering. A year later he earned this PhD. In 2001 he was appointed to the office of Deputy Director of the Directorate in St. Petersburg’s Center for the work with bank loans. In 2003 he was transferred to the post of director to work with major foreign investors. In 2002 he was appointed executive director of the Union of Construction Associations and Organizations.

In January 2001 he was elected a member of the International Academy of Investments and Construction Economics. In October 2002 he was elected a corresponding member of Academy of Safety, Defense and Law Enforcement. In June 2003 the general meeting of the International Academy of Management awarded Mr. Asaul the title of Corresponding Member of the International Academy of Management.

Since 2004, Mr. Asaul has been working in the St. Petersburg administration, as the Chairman of the Committee on transport and transit policy from 2007. Mr. Asaul is married, has six children.
