Marine Board mulls forming a unified Russian MNHS

Marine Board of the Russian government has considered the issue of forming a united Russian Maritime Navigation and Hydrographic Support system (MNHS). The decision to create such a system has been endorsed by the head of the Marine Board Vice-Premier Sergei Ivanov, the Russian Navy Commander in Chief Vladimir Vysotsky and Alexander Davydenko, the head of the Federal Agency of Maritime and River Transport of Russian Transport Ministry (Rosmorrechflot), the PortNews correspondent reported.

Mr. Sergei Ivanov  said that in the long term there might be a new federal agency responsible for the MNHS. However, he said, "this will require major policy decisions, including decisions of the commission on legal and administrative reform."

He also stressed that the study of oceans and seas had declined in Russia to a critical level and the main problem with MNHS was caused by uncoordinated efforts of different agencies and ministries.

Currently, the Hydrographic Service of the Russian Navy is in charge of is 4,986 units of navigation support equipment (80% of the total), the rest is owned by the Russian Ministry of Transport, 1560 units are deployed within the boundaries of ports , 681 units (42%) are operated by the Navy.

The Marine Board decided to forward the development of the Concept of MNHS of maritime activities of the Russian Federation ", with the transfer of some MNHS functions to the Transport Ministry for safety of navigation in the waters and on the approaches to Russian ports.
