EU ACD may effect trucking at the Russian-Finnish border - expert

Taking effect on January 1, 2011 mandatory Advance Cargo Declaration of cargo carried in / out the EU’s countries, by trucks (including empty containers) may have negative impact on trucking companies, the cost and time for the passage of border, Konstantin Isakov, the counsel of NW branch of ASMAP (Association of International Haulers) told with PortNews.

According to Mr. Isakov, the truck drivers will not be able to fill in electronic declarations in English, so they will have to apply to brokers at the border. Most likely, such services will be provided by FSUE Rostek, which had been formed by the Federal Customs Service of Russia. The cost of an e-declaration for one vehicle will be about 1,000 rubles, the lawyer says. The final cost of such services could be significantly higher.

"There are no parking, all trucks will be waiting inside the trucks line. The desire to quickly pass the procedure of e-declaration can lead to corruption. Eventually, the increase in the cost of transportation will affect the final consumer,” Konstantin Isakov said.
 
An earlier report of PortNews said that the Finland Customs will tighten trucks control procedure on the eastern border of the country.
