New procedure of processing ships does not work at Big Port St. Petersburg - Public Council of Rosgranitsa says

In a letter to the head of the Russian Border Services Agency (Rosgranitsa) Oleg Krasheninnikov, the Chairman of the Public Council under the NWD of Rosgranitsa stated that the new scheme of processing ships, approved half month ago, does not work at Big Port St. Petersburg. According to the letter copy obtained by PortNews the scheme does not allow in effect carrying out simultaneously the inspection of ships by state control authorities and handling operations. The regulatory authorities do not take into account the difference in ships types and the specificity of the goods transported. To date, in fact the old procedure is still applied at the port, Oleg Krasheninnikov said.

"In order to implement these provisions in the technological scheme developed for every sea border crossing, the procedure should be established of permitting by officials of border and customs control, and, if necessary, in cases stipulated by legislation of the Russian Federation, by other supervisory bodies to commence cargo handling operations immediately after arrival of ships at the port," the letter reads.

The provisions of the technological scheme should be formulated so that each person (marine agent, marine terminal operator, stevedore, surveyor) knew exactly what actions and in what order should be done to get the permit mark of state control bodies in transport (shipping) documents authorizing the discharge of cargo after arrival before the start of the vessel inspection, Mr. Krasheninnikov said.
