KONTUR SPb holds OSR drills in port Novorossiysk (photo)

On September 26, 2013, KONTUR SPb LLC, new player in the bunkering market of Russia’s Black Sea part, held scheduled exercise on prevention and response to oil spills, IAA PortNews learnt from the company. The drill was supported by the Azov-Black Sea Branch of FSUE Baltic Emergency and Rescue Department.

“Our company’s area of responsibility in the Black Sea also includes the water areas of Kavkaz, Taman and Tuapse ports, where we have started our activities this autumn. The company’s Plan on prevention and response to oil spills has been put into effect in these ports,” says Igor Gilfanov, Deputy Director General of KONTUR SPb LLC. 

According to the legend, the collision of bunkering tanker Kapitan Shiryayev (owned by KONTUR SPb) and a passing by vessel in district No 412 of the outer anchorage of port Novorossiysk resulted in the damage of two cargo tanks of the tanker (No 4 «4 Starboard»-310 m³ and No 5 «5 Starboard» - 314 m³) with oil spilt to the port’s water area. There were no injuries. General alert was issued at the bunkering tanker, the crew commenced emergency operations and prevention of further spill of oil products. The tanker is anchored.
The response operations involved SKB Anatoly Tkachev and MB Zaliv, the vessels of Azov-Black Sea Branch of FSUE Baltic Emergency and Rescue Department. Some 30 persons participated in the drill.

The implementation of the scenario lasted for five hours and included the following activities: organization of deployment and interaction of the team and equipment attracted to execution of OSR plan; elaboration of a plan for communication and notification when implementing OSR activities as well as a technology for booming and collecting of oily mixture. 

The exercise was observed from m/v Kapitan Vasilenko (provided by the port authority) by the representatives of the ecology department of Novorossiysk port authority, Novorossiysk transport prosecutor's office, Novorossiysk department of Rosprirodnadzor for marine monitoring in the Southern Federal District. The observers noted smooth interaction of subdivisions of KONTUR SPb and Azov-Black Sea Branch of FSUE Baltic Emergency and Rescue Department.
