Transneft approves Long-Term Development Program until 2020
The Board of Directors of Transneft, JSC has approved the Company’s Long-Term Development Program until 2020, Transneft says in its press release.
The Long-Term Development Program is based on the strategic and priority areas of development of Transneft, JSC, in accordance with the key documents such as the Energy Strategy of Russia until 2030 approved by Russian Federation Government Ordinance No. 1715-r dated November 13, 2009, the Russian Federation Innovation Development Strategy until 2020 approved by Russian Federation Government Ordinance No. 2227-r dated December 08, 2011, etc.
Before being considered by the Board of Directors of Transneft, JSC, the Long-Term Development Program was preliminarily considered and approved by the Ministry of Economic Development of the Russian Federation, the Ministry of Energy of the Russian Federation, the Federal Agency for State Property Management of the Russian Federation, on the site of the Open Government of Russia (considered on two occasions), and at the meeting dedicated to projects of long-term programs directed by A. V. Dvorkovich, First Deputy Chairman of the Russian Federation Government.
The Company’s Long-Term Development Program until 2020 includes implementation of the following programs and measures: development, technical revamping, and reconstruction of main pipeline assets; innovation development; energy saving and energy efficiency improvement; development of information technologies; personnel management program; reduction of operational expenses; localization of production of imported products.
Apart from strategic goals such as development and modernization of the main pipeline transport system, the long-term program also implies increasing operational efficiency and financial stability of the Company’s operations, its environmental and industrial development.
The objectives of the Long-Term Development Program are achieved as a result of implementing certain measures.
Including:
• increasing the capacity of the system of trunk oil pipelines to ensure oil transportation according to the planned amounts of oil extraction on the operated and new fields of oil companies and amounts of oil processing at the existing and new oil refineries;
• creating joint ventures in the territory of the Russian Federation manufacturing equipment and materials used in pipeline transportation of oil and oil products and having no match in Russia;
• improving energy efficiency as a result of implementing measures aimed at saving energy resources;
• implementing programs of cost reduction in the process of building and operating pipelines, including as a result of uniting companies involved in transportation of oil and oil products;
• stabilizing the tariff of oil pumping at a level no higher than the inflation one;
• ensuring labor productivity at the level of the best foreign pipeline companies;
• innovation development of production operations;
• ensuring reliability of the operated system of main oil pipelines and oil product pipelines by performing reconstruction based on the results of diagnosing and modernizing fixed assets.
The Long-Term Development Program takes into account provisions of the Russian Federation Government Directive dated November 05, 2014 concerning incorporation of the key parameters of demand for labor resources in the Company’s long-term program, including demand for engineers and technicians necessary for achieving the key objectives of the program.
