RF Government approves establishment of priority development area in Bolshoi Kamen

RF Prime Minister Dmitry Medvedev has signed the Decree No 43 dated January 28, 2016 on establishment of a priority development area in Bolshoi Kamen (Primorsky Territory), says press center of RF Government.

The document submitted by the Ministry for the Development of the Russian Far East in compliance with the Federal Law dated December 29, 2014, No 473-FZ “On Territories of Accelerated Social and Economic Development in the Russian Federation” defines the limits of Bolshoi Kamen PDA, the list of activities to which special legislation is applied, minimum capital of investments for residents. Customs procedures of free economic zone will also be applied at Bolshoi Kamen PDA.

At the joint meeting of Government Commissions on Import Substitution and on the Socioeconomic Development of the Far East and the Baikal region held on December 18, 2016 Dmitry Medvedev said: “I suggest that we decide by 1 February how the system of the Zvezda shipbuilding complex and the Far Eastern Shipbuilding and Ship-Repair Centre should operate. We need to establish a priority development area and to submit a document on its establishment in Bolshoi Kamen before 1 February.”

Zvezda is the leading company in the Russian Pacific Fleet submarines repair and the only one in the Russian Far East specializing in repair and refit of nuclear-powered missile submarines. Zvezda Yard is a well-equipped complex with extensive technical and production capabilities that allow the company to perform works in all major areas of the company’s activities.

Shipbuilding comlex Zvezda is being created in Bolshoi Kamen within the framework of the Far Eastern Shipbuilding and Ship Repair Center. The complex is supposed to build vessels for the development of hydrocarbon fields on the Arctic shelf. When completed, the Zvezda Shipbuilding Complex will be able to build tankers with a displacement of up to 350,000 t, LNG carriers of up to 250,000 cubic meters, ice class vessels, specialized vessels with a launch weight of up to 29,000 t, offshore platform units, and other types of ships. 

The project implementation period: 2012 – 2024, its total budget – RUB 145.483 bln (including RUB 21 bln already invested into the project).
