Draft rules for equal-opportunity access of consumers to the services of natural monopolies at sea/river ports, transport terminals and infrastructure facilities used by those natural monopolies for providing services at sea/river ports, transport terminals and infrastructure facilities has been brought up for public discussion. According to the federal portal for legal information the discussion will last till 3 November 2016.
The Draft Rules specify the principles and the arrangements ensuring access of consumers to the services of natural monopolies at sea/river ports, transport terminals and infrastructure facilities used by those natural monopolies for providing services at sea/river ports, transport terminals and infrastructure facilities.
The Rules are to come into effect in June 2017.
