A concession agreement for implementation of the project on construction of coal terminal “Lavna” in Murmansk has been signed by Yury Tsvetkov, Deputy Minister of Transport of the Russian Federation – head of Rosmorrechflot (Federal Marine and River Transport Agency), says State Transport Leasing Company (STLC).
RF Government earlier ordered to sign a concession agreement for financing, creation and operation of infrastructure facilities at the port of Murmansk including the construction of Lavna seaport. RF Government’s Decree dated 1 October 2018 (No 2111-р) was signed by Prime Minister Dmitry Medvedev.
The concession mechanism provides for a concessioner to build coal terminal “Lavna” of 18 million tonnes in capacity with a concedent to ensure accessibility by transport and to complete Phase I of railway infrastructure construction.
The project on construction of Lavna terminal at the port of Murmansk is a part of the Federal Targeted Programme “Development of Russia’s Transport System”, Strategy for the development of railway transport, Transport Strategy of the Russian Federation and Comprehensive plan for modernization and expansion of main transport infrastructure.
Investors to inject RUB 24 billion in the coal terminal construction. As of today, preconstruction works, grading and levelling are underway at the site. A contract has been signed for equipment supply.
The terminal’s Phase I with 9 million tonnes in capacity is to be put into operation in December 2019, Phase II – in December 2021. The parties are also looking into construction of Phase III with the same capacity (9 million tonnes by 2023) as well as construction of terminal for transshipment of mineral fertilizers (6 million tonnes per year).
A take-or-pay contract is to ensure the return of investments.
“Signing of a concession agreement with Rosmorrechflot is one of the most significant phases of the project. Lavna will be the first port concession in Russia. I would like to express gratitude to all those who took part in project model development – Transport Ministry, Ministry of Economic Development, Ministry of Finance, FAS, Rosmorrechflot and Russian Railways. The project will not only produce a great effect for domestic transport infrastructure but also ensure employment in a remote region of Russia. The construction has already generated more than a thousand of jobs with as much jobs to be generated in the future when the terminal starts operation”, emphasized Sergey Khramagin, General Director of STLC.
