In spite of the good times in Dutch economy and global shipping growth in Dutch shipping has stagnated, says the Royal Association of Netherlands Shipowners (KVNR). The stagnation is much due to the long handling times to get certificates and seamen’s books from the authorities. The long handling times are, according to KVNR, in its turn due to the fact that it is the same organisation which issues documents for all modes of transportation, a form of organisation which is on proposal in Sweden.
