State Duma, Russia's lower chamber of parliament, has passed amendments into the Law on fishing and water biological resources preservation on 1st reading, RBC reports. The amendments are to improve management of water biological resources. The bill improves the mechanism for long-term use of water biological resources, provisions civil transactions with parts of total volume of industrial quotes for water biological resources production.
The document classifies the cases related to termination of rights for use of water biological resources on both voluntary and mandatory basis when business units default on obligations. The bill also regulates issues related to allocation of scientific quotes as well as quotes for amateur and sport fishing. Besides, the bill relates to distribution of quotes for water biological resources provided to the RF within the territories regulated by international agreements.
