Russ. Govt. to consider foreign vessels transit via the country's inland waterways in Nov., 2010

Changes to the Code of inland waterway transport of Russia (CIWTR) providing for the possibility of sailing of foreign vessels on inland waterways will be submitted for consideration by the Russian government in November 2010, Alexei Klyavin, the Director of Department of state policy in maritime and river transport of Russian Transport Ministry said in an interview with journalists in St. Petersburg. At the same time, he said, the Ministry believes the ‘green light’ to foreign-flagged ship could be given only on the basis of bilateral agreements with the states of the flag (such agreements require mandatory ratification by national parliaments). First of all, Ukraine and the Caspian Sea countries.

Currently, the country’s inland waterways code gives permission only for vessels under the national flag of Russia, while one-time passage of foreign-flagged vessels is permitted under a separate decision of the Government of Russia.
