Legislation flaws hamper smooth short sea trade logistics

There is a need for changes in the Russian legislation on the transportation of foreign goods between Russian ports, the Association of Marine Shipping Agents said. The AMSA prepared materials for the meeting of the interdepartmental working group of the Federal Customs Service and Russian Ministry of Transport to focus on the issue of minimizing the requirements of the FCS in the implementation of customs procedures in respect of ships entering two or more Russian ports not entering other countries’ ports.
 
As a K-Line shipping company spokesman told PortNews, the company was planning to offload cars of different consignment from a Ro-ro ship at the port of Ust-Luga and the Big Port of St. Petersburg, which would make the delivery logistics scheme more cost-effective. However, the current procedure of customs clearance turned out an obstacle, actually making such a scheme not applicable.

The developed by Russia’s FCS "Peculiarities of customs transit for goods transported by sea” established procedures for transportation of foreign goods between two or more ports of the Russian Federation in accordance with the procedure of customs transit only in containers carried by ocean line ships. Currently, the draft document has been submitted for approval to the Russian Ministry of Transport.
