EU’s eco-rules for lubricants effective in Russia from April 1, 2011

The Russian Government in its Decree of 20 October 2010 (N852) has approved and puts into effect from 1 April 2011 a list of articles and items of decisions of the Commission of the European Community on 26 April 2005 establishing ecological criteria and related conformity and verification requirements of European Community for eco-grading labels on lubricants. The government ordered the Ministry of Industry and Trade of the Russian Federation with the participation of the Ministry of Energy of the Russian Federation and the Federal Agency for Technical Regulation and Metrology to develop and approve before January 1st, 2011 a list of lubricants, subject to mandatory conformity with mandatory requirements.

The document established that the applicant has the right to choose his own mode of technical regulation, according to which conformity evaluation will be carried out to the mandatory requirements in the approved by the corresponding decree list of the requirements, or requirements provided for in paragraph 1 of Article 46 of the Federal Law "On technical regulation".

Forms of conformity of lubricants, included in the list shall be determined in accordance with the decision of the Government of the Russian Federation from December 1, 2009 N982 «On approval of a uniform list of products subject to mandatory certification, and a uniform list of products, of which conformity evaluation is carried out in the form of issuing a declaration of conformity.

The Federal Agency for Technical Regulation and Metrology is authorized to carry out accreditation of certification bodies and testing laboratories (centers) that perform work on the conformity evaluation of lubricants, put on the list.

The Federal Agency for Technical Regulation and Metrology was requested to approve by April 1st, 2011 the list used in the European Community documents in standardization, as well as documents containing the rules and methods of researches (tests) and measurements, including the rules of sampling necessary for the application and enforcement of mandatory requirements of the list.
