The decision on handing over the property complex of OJSC NORFES to the Russian Federation can be made by the end of this year, with further transfer of the facilities to Rosmorport.
NORFES, a 100-percent state-owned company ensures the proper functioning of the regional system of vessel traffic management (VTMS). The complex includes VTMS Vladivostok, Nakhodka VTMS, sea areas A1 and A2 of the Global Maritime Distress & Safety System (GMDSS) in the Bay of Peter the Great and the adjacent area of Sea of Japan. Based on the agreement with the Federal Agency of Maritime and River Transport of Russian Ministry of Transport since 2005, the company has ensured the proper functioning of the regional VTMS and Marine differential subsystem (MDS) of Global navigation satellite systems GPS / GLONASS, the control station of which is based at Cape Povorotny. The fact of ownership of the joint stock company of such facilities contradicts the requirements of federal law N261 «On ports in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation", which assign the above mentioned facilities of the seaport infrastructure exclusively to the federal property.
