RF budget 2014-2016 to subsidize interest rates on loans raised under shipbuilding projects

The decision to resume budgetary subsidizing of interest rates on lease payments and loans raised under shipbuilding projects is to be taken in December 2013 (it is to prolong the Government Decree No 383, terminated from January 1, 2013). According to IAA PortNews reporter, this was announced by Aleksey Rakhmanov, Deputy Minister of Industry and Trade, at the meeting of the Presidium of Marine Board under RF Government (Chaired by Deputy Prime Minister Dmitry Rogozin).

According to the speaker, the corresponding item will appear in the budget of the Russian Federation for 2014-2016. 

Aleksey Klyavin, President of the National Shipping and Chamber Marine Board Presidium member, noted that ship owners are concerned about their inability to enjoy benefits set forth by Decree No 383.
 
“According to the information obtained from the Chamber members alone, some 20 shipbuilding contracts are waiting for endorsement on the tables of shipping companies’ heads. Ship owners are looking forward to the governmental decision on allocation of sufficient funds in support of Decree No 383”, he said. 

According to the calculations of the National Shipping Chamber, last 3.5 years (when the Federal Law No 305 on support of Russian shipbuilding came into effect and RF Government issued the Decree No 383) saw the construction of 68 vessels built by domestic shipyards having attracted RUB 30 bln of investments into the national economy. Contributions to the budgets of different levels totaled RUB 5.5 bln.
 
“It means a profit for the state” – Klyavin emphasized.
