The declaration is filed in the domestic customs office but the actual control is carried out on the border by the customs authorities.
The most promising, the NWCD officials said, would be a fully automated, unmanned technology that combines the elements of the prior information and the entering goods via Internet. The procedure common for Europe proved that customs offices should use a unified document containing all necessary information for the purposes of customs clearance of goods at various stages.
According to the NW customs department, the accomplishing of this new technology will help to remove some existing problems. First of all, the truckers would not need to haul goods to remote customs offices on the territory of Russia. Actual control of goods will be carried out on a specially equipped border temporary storage warehouses (TSW), equipped with modern technical facilities. At that, the new procedure may help in preventing of corruption among customs officers. This also will lead to increase of the turnover of international freight vehicles due to the optimization of logistics links between supplier and consumer of goods.
