The largest cuts had been made, the port official highlighted, for passenger and ro-ro ships in the ports of Big Port of St. Petersburg, Passenger Port of St. Petersburg and the Kavkaz (Caucasus) to encourage the development of freight lines of ships ro-ro type and to boost the tourism industry. This was made in accordance with the application of the governor Valentina Matvienko to Russian government.

The ports of Kaliningrad (Baltiysk) and Ust-Luga have also reduced charges (for ships types mentioned above) to promote rail-car ferry "Ust-Luga - Baltiisk - ports of Germany, to ensure reliable transport connection between the Leningrad and Kaliningrad regions, and ports of Germany.

The average discount is 45%, with discounts available to vessels registered to operate on international routes.
