In January-November, 2009 delays of coal laden cars and losses on the Russian Railway system amounted to 400 thousand units. This month only the number of "stuck" trains increased to 280, including the Far East Railway – to 204, the RR press service said.
On December 16, 2009, a conference call was held attended by representatives of the JSC "Russian Railways", Russian Ministry of Transport, ports and operators of rolling stocks. The RR authorities speaking at the conference highlighted that among all ports and transshipment terminals in the Far East, handling coal, only three operators Rosterminalugol (Luzhskaya station), Port East (Nakhodka-East station) and Daltransugol (Vanino station) were equipped with car dumpers and other handling facilities. All that leads to delays, idling cars. In fact, the delays in November were reportedly 58.7 hours at expected 8 hours.
The emerging situation has impeded the implementation of the contractual obligations of JSC "RR" providing inward and outward transshipment, the company officials say. In December this year, operators started shipment of export oil from the station Skovorodino of Transbaikal railway for the oil terminal of sea port Kozmino.
During the meeting, the first vice-president of JSC "RR", Vadim Morozov, demanded the managers of all logistic operators to take immediate action to clear the entire railway network from idle trains.
"We are obliged to take into account available handling capacity of ports”, Mr.Morozov is quoted as saying, “to plan and coordinate the job so we could start and work next year very effectively not in a slipshod manner, and implement our plans in full for the 1st quarter of 2010," Mr. Morozov said.
The situation with damages caused to cars while unloading coal at the ports is another big concern of the company authorities. Over the first 11 months this year 33 thousand 858 cars at seaports have been damaged, including the RR fleet - 16 thousand 094, private - 17 thousand 764. According to the company official report, 4 thousand 501 car (14 cars per day) were damaged in Port Posiet, 2 thousand 985 cars (9 cars per day) in the Nakhodka commercial sea port.
