Philippine Ports Authority general manager Oscar Sevilla said documents submitted by Asian Terminals have to be reviewed first.
"We have to do a due diligence because we have received fake documents before," he said.
Asian Terminals was declared the lone bidder for the 25-year port concession. The other bidder, rival International Container Terminal Services (ICTSI) failed to submit required documents.
The port operator is temporarily operating the second phase of the Batangas port, the international container terminal which handles 20 containers a month.
Asian Terminals is also the operator of the passenger terminal of Batangas and the Eva Macapagal Terminal in Manila.
