Russian Customs freezes changes in clearance procedure at Russian seaports until November 1st

Federal Customs Service (FCS) of Russia has announced it enacts its earlier reported changes (September 10th, 15th, 2009 N1643, N1691 Acts) in customs clearance procedure from 1 November 2010, the FCS press office said.

The agency said the amended regulations were postponed (the order of the FCS September 15, 2009 N1691 was to come into force on March 1st 2010, as reported by the "PortNews IAA) since the customs posts facilities and infrastructure of the airports, sea and river ports have not been arranged for the regulations fulfillment and it will take customs authorities additional time to be prepared. Besides, the FCS statement said, the businessmen, involved in export and import, have applied to the agency to leave more time for fulfilling the conditions imposed by the new order.

"The FCS of Russia is working on changes in order to include more categories of commodities and persons transporting goods and vehicles, for which it would be inappropriate to apply the mandatory customs clearance in areas close to the state border of Russia, as well as listing such cases when new requirements for customs regulations and procedure would not be applied ", the FCS statement said.
