According to Mr. Mandel the investment project is pending since the company has decided yet whether it will be a just a refinery or a petrochemical complex. He noted the projected refinery would be processing petroleum products from Prirazlomny and Dolginsk deposits.
In addition, the company is considering the future plant operation based on a customer-owned scheme. The complex projected capacity ranges from 4-5 to 7 million tons of refined petroleum annually.
The Cazprom Neft Shelf’s top manager said his company had discussed for cooperation on this project with "LUKOIL", which owns its oil terminal at Varandey deposit located in this mining region. Once the investment feasibility study of the project is prepared, Gazprom and Lukoil will start negotiating cooperation issues and the possibility of joint participation in the project.
Earlier, Alexander Mandel has reported that in general the construction of the plant will need at least 4-5 years from the date of the decision. He noted that oil production in the Prirazlomnoye field will start in 2011, to reach in 6-7 years a production peak at the amount of 6.6 million tons a year. Dolginsky field production is scheduled to begin in 2016, at its eventual capacity of 6-7 million tones a year. At the first phase the oil from Prirazlomnoye will be exported, later the refinery will produce its own petrochemical products to supply Russian market. Besides, the refinery will process gas from the Shtokman gas condensate deposit in the amount of up to 600.000 tons per year.
Prirazlomnoye oil filed is located on the shelf in the southeastern part of the Barents Sea. Recoverable oil reserves amount to 83.2 million tons. The development is carried out by Gazprom Neft shelf. The planned volume of oil in Prirazlomnoye field is reported at 6.5 million tons per year. The development period - 25 years.
