Downtime at a terminal, Rosbunker suffers $1.5-million losses

Rosbunker Handling Oil Complex at the Port of Kaliningrad posts its overall losses at over $1.5 million for the period from December 2009, PortNews IAA reports citing an independent source among freight owners. The company had to freeze from late 2009 the transshipment of heavy fuel oil onto tankers by an order of Kaliningrad region Border Management.

Long story short, the current backlog, which has cost the company over a million USD, followed improper definition of the Kaliningrad port’s boundaries. The boundaries had been established last year by the October order of the Russian Government. However, the terminal water area was not included in the defined boundaries. As a result, the ships calling at the port could not pass through Kaliningrad Regional Customs clearance. All handling operations were canceled.

By early February 2010 on Kaliningrad railroad there has been a backlog of some 600 cars laden with Kazakh transit fuel oil delivered to the Rosbunker terminal and waiting off-loading operation. Besides, the terminal tanks contain about 14.000 tons of petroleum products. The cost of keeping the oil is increasing. Penalty for cars delay, placed at the Russian Railways amounted to about 40 million rubles. Freight owner’s losses have reportedly totaled some $ 4-5 million.

Rosbunker  Oil Terminal Complex has operated in Baltiisk since 2000. The company had signed a long-term land lease with the “33-rd Shipyard” in the Baltiisk (part of the West Shipbuilding Center). The company built on the leased land a marine oil product terminal for storing and handling heavy fuel oil, mazut. The terminal maintains and operates a 120-m-length dock (N50) for the berthing of 6-m-draft ships carrying 6.000 tons, storage tanks (6 containers) for storage of 30.000 tons. The terminal facilities capacity allows handling up to 500.000 tons of fuel oil a year. A discharge rack is designed for off-loading of 24 rail tankers. Access roads allow accommodation of 100 rail tankers.
