Transport Ministry approves regulation of seaports federal assets lease

By the order of the Ministry of Transport on November 2nd, 2009 (N 191), registered in the Russian Ministry of Justice on Feb. 27th, 2010, the Gov. approved the Procedure for the lease of federal property, located in a seaport, managed by the federal state unitary enterprises under the jurisdiction of the Federal Agency of Maritime and River Transport (RosMorRechFlot), the press office of Rosmorport reports.

The procedure order is to improve the management of federal property at seaports..

In accordance with the approved Procedure the leasing of the state-owned port facilities is to be carried out in the prescribed manner and based on the results of the bidding, except cases provided by paragraph 11 of Article 31 of Federal Law, the antitrust laws of Russia and other regulatory legal acts on protection of free market competition.

The order establishes procedures for submission and consideration of applications of intent to negotiate a lease, the grouping of infrastructure facilities in the lease; evaluation of facilities leased to determine the amount of rent, the lease contract of federal property.
