The document also reflects the changes that will come into force on July 1st. In particular, the FCS will be authorized to keep registers of customs representatives (formerly brokers), customs carriers, owners of temporary storage warehouses (TSW) and owners of duty-free shops. The new rules provide for 30 days free-registration by the FCS of the mentioned above legal entities, as well as a possible removal of a legal entity from the register on grounds of the Customs Service’s Code and under the law "On Customs regulations" without any exception.
The size of the payment of customs duties and taxes by the owner of the indoor temporary warehouse can not be below 2.5 million rubles. A similar amount is set for the duty-free shops owners. The size of the payment of customs duties for customs representatives is not specified in the project.
To ensure the control of the goods shipped within the boundaries of the States, members of the Customs Union, the FCS proposed to introduce a statistical declaration, which will allow inventory of commodities transported between Russia, Belarus and Kazakhstan.
