RosNeftBunker Oil Terminal at Ust-Luga to be launched in May this year

Oil Products Terminal of RosNeftBunker at the port of Ust-Luga (Leningrad region) will begin operating in May 2010. The first vessel to be loaded at the Terminal will be a Sovcomflot’s tanker, Ust-Luga’s Harbormaster Oleg Glukhov said in an interview with PortNews correspondent at the presentation of 10th “Transtech-2010” transport exhibition and 2nd International Conference "The Future of Russian Ports" (to be held on October 5-7, 2010) in St. Petersburg.

According to the Rosneftbunker’s terminal project the first phase of the construction works will be completed in March, in April – the start-up phase and then oil products will be delivered to the Terminal. As of now, Mr. Glukhov said, the oil and refined products terminal had been connected to a power substation located on a nearby terminal for transshipment of technical sulfur.

The Ust-Luga Port’s liquid bulk cargo facility is intended for export shipment of crude oil and bunker fuel. As the berths there are 16 meters deep vessels of 120.000 displacement tons can approach the terminal. The Terminal’s maximum throughput has been projected at 30 million tons of heavy fuel oil and light oil products a year. In August 2009, CEO of RosNeftBunker Konstantin Hamlay had said that the terminal would be launched by the end of December 2009. Later, the date had been rescheduled, to start the operation in the first half of 2010.

The total investment in the terminal project is reportedly at 26 billion rubles, backed by the VneshEkonomBank’s credit."RosNeftBunker is a structure associated with Gunvor oil trader.
