President of RZD OJSC reported on the major strategic directions in the development of logistics business. It is important to create a network of modern terminal and logistics facilities throughout the entire Russian railroads network and optimize the existing terminal and storage assets of RZD OJSC. Mr Yakunin said there was the need to create a logistics company, part of Russian Railways, that would integrate services provided by all divisions and subsidiaries of RZD OJSC and external suppliers into a single supply chain management.
Yakunin said that the company had been working on a project to establish a network of terminal and logistics centers across the country. The project includes: construction of more than 50 major logistics centers (including "dry ports" in the Far East, the Baltic Sea, the Azov-Black Sea region, etc.), a comprehensive reconstruction of 60 major freight railyards, upgrading of several facilities of the technological complex, lifting and handling equipment (about 400 cargo railyards), reconstruction of the rail lines connected to the terminals, as well as of the entire transportation hub.
"A project of the Terminal and Logistics Center "Bely Rast” has been currently implemented in the Moscow region, with direct participation in the project of Deutsche Bahn AG, our strategic partner,” Mr. Yakunin was quoted as saying.
The planned logistics center facilities will occupy an area of over 100 hectares, namely the container terminal of capacity of 290.000 TEUs a year, the universal industrial cargoes handling terminal, the warehouse facilities, customs clearance center, as well as the administrative and business center.
Specialists of the Center for development of terminals with the assistance of DB International Gmb have prepared a feasibility study of the project and investment proposals to potential investors, Mr. Yakunin said.
Mr. Yakunin has also mentioned the establishment of "dry port" in the Leningrad Region in the vicinity of Shushary rail station, as well as the construction of logistics center "Doskino" in Nizhny Novgorod region, which will become important objects of the regional industrial and logistics infrastructure.
"We have decided to establish the Central Directorate for Management of the terminal and warehouse complex. The Directorate will consolidate the operations of over 500 freight yards, existing today in the Russian Railways JSC, and optimize the RZD’s terminal-storage assets," said President of RZD OJSC.
The strategic focus of this work is to establish a stand-alone company, a terminal-storage operator, which could gain a leading position in this segment of the logistics market through streamlining of its operations based on advanced technologies, business processes and coverage of the entire network.
Mr. Yakunin also highlighted, as the RZD’s priority, the creation of a logistics company, 3PL logistics provider in the structure of Russian Railways that would provide comprehensive logistics services.
