The number of damaged cars owned by Far Eastern Railway in January-February 2010 increased in 4 times compared with the same period of 2009 - to 6.1 thousand units. According to Far Eastern Railway press-service, Alexei Gladilin, the first deputy chief of the railway, reported that during the ministerial meeting on the preservation of the rolling stock on the Far Eastern Railway. He also noted that at the site of the Far Eastern Railroad in 2009 and since 2010 the process for preservation of the rolling stock has become tougher. Last year 16.7 thousand cars were damaged by industry enterprises and seaports on the road, including 123 cars due to the derailment. Increase in the number of damaged cars made up 53% as of 2008.
The greatest number of damaged cars refers Trading Port Posiet JSC, Nakhodka Commercial Sea Port JSC, Daltransugol JSC, Vladivostok Commercial Sea Port JSC and others.
Due to the systematic violations, Vyacheslav Lomakin announced a warning to some leaders of the Far Eastern ports about the inadmissibility of violation of law, aimed at ensuring the safety of the rolling stock, One of the main causes of cars damage is outdated technology of grab discharge carried out by ports. Weather conditions have a negative impact under which the goods in wagons turn into a joint block, thereby the process of unloading becomes more complicated.
Draft decision providing a wide range of technical and organizational measures was worked out by the end of the session. According to this draft enterprises are suggested to develop measures to prevent damage to cars and submit them to the Far East office of the State Railway Supervision. Owners of rails of non-generic use are expected to revise or develop technological processes for repair of damaged cars and to enforce them. In addition, it is suggested to cancel the application of vibrating ripper for restoration of bulk cargo during unloading. According to the decision, the owners of non-generic railways must pass the state certification of technical ways 2 times a year, PR department of Far Eastern Railways said.
