Southernpec (Singapore), the Singapore bunkering arm of China's Southern Petrochemical, has made it to the Maritime Port Authority of Singapore's list of accredited bunker suppliers as of August 1. Southernpec started supplying delivered marine fuel to vessels in Singapore on August 1, a company source told Platts. Apart from Southernpec, Singapore firm Universal Energy has also made it to MPA's growing list of bunker suppliers, which now stands at 79. Universal Energy, formed in 2007, started off with a bunker craft operators' license and had recently applied for a bunker supplier license. The bunker craft operators' license allows a company to only transport bunker fuel to vessels in the Port of Singapore. In order to supply bunkers to vessels using its own delivery documents, a company requires a bunker supplier license. According to MPA's website, in order to obtain a bunker supplier license, a company must have, among others, a minimum paid up capital of S$200,000 ($147,740), show commitment to own and operate at least one new double-hulled bunker tanker in Singapore and show a commitment to invest in storage facilities in Singapore. "The MPA will consider issuing new bunkering licenses (bunker supplier) to bona fide companies that will benefit the Singapore bunkering industry as a whole," the agency said on its website, adding that factors such as an applicant's resources and network, and ability to generate new markets for the port would be considered.
