According to the document the territory of the terminal was included in the port’s boundaries while the water area adjacent to the berths of the terminal was not. This ambiguity gave ground for a number of regional agencies to cease all handling operations at the Rosbunker’s terminal with exported oil cargo from November 2009, prohibiting approach of all tankers to the berths.
