St. Petersburg can reduce financing Western high-speed diameter in 2009 because of crisis

St. Petersburg can reduce financing of the Western high-speed diameter (ZSD) in 2009 in connection with the world financial crisis. Such opinion was stated by the vice-governor of St. Petersburg Mikhail Oseevsky, RBC informs.
According to him, at present the city government is building partnership with the concessionary. "Next year financing is likely to be corrected", Oseevsky declared and explained the situation can be caused by adverse economic conditions.
We would like to stress that during the opening ceremony of Phase 1 of the Western high-speed diameter the governor of St. Petersburg Valentins Matvienko underlined the world financial crisis would not affect the terms of construction of ZSD.
It is planned to complete construction of the Western high-speed diameter by 2013. The budget cost of ZSD Phase 1 is RUR 17.8 bln, the total cost of the project exceeds $10 bln. It is supposed that 34% of the investments will be provided by the federal budget, 50% by a confessionary and 16% - by the city budget.
The Western high-speed diameter is a toll road connecting the North of the city with its South, bypassing city’s road network. The highway will connect "Big sea port of St. Petersburg" and the basic transport complexes of the city with the Belt Road and exits to Baltic countries, Scandinavia and Russian regions. It will have 6-8 lanes, 14 traffic intersections; approximate traffic speed is 120 km/h.
