Russia to approve bill on Northeast Passage by end of March, official says

A bill on the Northern Sea Route (NSR) will likely pass the second and third readings in Russian State Duma at the end of March, Deputy Transport Minister Viktor Olersky told a general meeting of the Association of Shipping Companies (ASC), opened today in Moscow.

Russia’s Transportation Ministry prepared the bill "On Amendments to Certain Legislative Acts of the Russian Federation regarding the state regulation of merchant shipping in the waters of the Northern Sea Route," which establishes the NSR Authority and navigation rules on the shipping lane. The draft law was introduced and passed first reading in the State Duma on Nov.17, 2011.

 
The bill enactment will allow the country to create an integrated management system in the waters of the Northern Sea Route and the modern infrastructure that would provide safe navigation of vessels in the Arctic seas, including navigational and hydrographic support and icebreaker escort.
