In 2006, the RF Ministry of Transport put into operation new tariffs on transit transportation of container along the Transsib. It was done to fight "grey import”, when cargoes are delivered first to Finland, and then imported to Russia by road haulers. The tariff on loaded container transportation from the port of Vostochny (the Primorsk region) to Finland (the Buslovskaya station) increased by 30%, and the one on empty container transportation in the reverse direction grew sevenfold.
This measure caused the reduction of transit cargo flow. According to the data of the Chief Computing Centre of OAO Russian Railways, in 9 months of 2006, transit flow via the Russian ports reduced by 16.1% year-on-year to 1.8 million tons. Meanwhile, the share of transit is only 0.2% from the total volume of freight transported along the Russian railways network.
During the year, private rolling stock operators and representatives of OAO RZD clamed of the necessity to revise the tariff policy concerning transit.
Representatives of OAO Far Eastern Shipping Company (OAO FESCO) and OAO Far Eastern Transport Group stated that transit freight flows may re-orient to the sea routes and it will be difficult to turn them back. In his turn, President of OAO RZD Vladimir Yakunin stated in March and April that the company would offer to the Ministry of Transport to reducethe tariffs.
"The tariff policy of the railways of the CIS concerning international freight transportation in 2007” was approved in Minsk on October 26 at the XV tariff conference of the railway administrations of the CIS. In Russia it will come in force after it is published in the official mass-media.
