Sovetskaya Gavan PSEZ expects RUB 150 bln of investments over 49 years of operation
According to preliminary calculations, Port Special Economic Zone Sovetskaya Gavan will attract over RUB 150 bln over the 49-year period of operation, press center of the Khabarovsk Territory Legislative Assembly says.
The state and prospects of the PSEZ project were covered at the dedicated meeting by the First Deputy to the Regional Minister of Economic Development and Foreign Relations Aleksandr Kupryakov. According to Kupryakov, the creation of the PSEZ officially commenced in 2009. There are three such port zones in Russia. Apart from Sovetskaya Gavan, similar projects are being implemented in Ulyanovsk and Murmansk. The Deputy Minister thinks the creation of Sovetskaya Gavan PSEZ is ahead of the other two.
“It should be noted that the process of PSEZ creation in Sovetskaya Gavan has obtained a new status from autumn 2012, barriers hindering the creation and functioning of our PSEZ have been practically eliminated, Aleksandr Kupryakov said. – In fact, the PSEZ area is supposed to be expanded to 2,000 hectares with the port territories of Vanino district. The RF Government decision on the PSEZ expansion is expected in the nearest time. Then, upon synchronization of the investor’s plans with those of PSEZ authorities, the project documentation on provision of the zone facilities will be elaborated. The organization of the management company has also got off the ground. It will be founded under the auspices of “Khabarovsk Territory Development Corporation” OJSC.
Social and economic efficiency of the PSEZ is to be based on two ports: expanded PSEZ will handle up to 125 mln t of cargo by 2025.
Port terminal’s handling infrastructure will be put into operation from 2014. Potential residents have signed the agreements on lease of land plots and are obliged to meet the designing and construction deadlines. Otherwise, fine sanctions will be many times as high as the lease payment. As soon as the companies fulfill their obligations, preferential tariff treatment is to be introduced for them.
