Vladimir Yakunin: RZD is going to expand logistical services substantially

Today during the 13th International Economic Forum in St.-Petersburg the President of OAO RZD, Vladimir Yakunin, took part in a round table session concerning the development of logistical infrastructure in Russia. 

Mr.V.Yakunin noted that a serious problem for Russian transport and the logistical market today was the limited number of large logistical centers that could provide full complex services to redistribute cargo, and also meet modern technical requirements. 

RZD President said that the Company was going to expand logistical services for railway transport substantially. 

“By entering this market, we expect to raise the competitiveness of RZD, and, gradually join amongst the largest international transport & logistics companies,” RZD President emphasized.

Mr.Yakunin reminded that according to the approved "Railway Transport Development Strategy in the Russian Federation to 2030", a priority is to create from 35 to 40 modern terminal-logistical centers on the railway network in the largest transport and industrial centres of the country, which are to be integrated into the international transport system. 

In order to achieve this purpose the company has set the following tasks: 

- To create and develop an effective and balanced terminal-warehouse network by the creation of cargo handling terminals, multimodal and universal multifunctional terminal complexes, which would give a wide spectrum of warehouse, customs and other related services; 

- To put modern logistical management and transport technologies into operation; 

- To improve the quality of transport and logistical services by integrating the separate components of the transportation process into a single logistical chain; 

- To provide complex “door to door” cargo services based on the “one window” principle. 

Mr. Yakunin mentioned that realization of such plans is impossible without attracting reliable partners in Russia and abroad, and also without the participation of the State at the Federal level. 

“Currently a number of projects are already being worked out,” said RZD President. 

In particular, the Company is looking at opportunities to cooperate with Russian and foreign partners in order to create terminal-logistical centers in Moscow, Samara, Leningrad and Sverdlovsk Regions, and in other Russian areas. 

Within the next few months the “RZD Holding Group Development Strategy for the Period to 2015” will be completed. It assumes a final transition to management with a concentration on priority market directions aimed at increasing the market value of the company. 

“We can already say that today, in the future business-model of the Holding Group, RZD will place an essential accent on the development of logistical business,” emphasized Mr.V.Yakunin.

Vladimir Yakunin also said that the Terminal Development Center was created in OAO RZD in May 2009. In future the Company will position itself more actively in the terminal-warehousing operating sector and in logistics contracting, which will allow RZD to offer both transport and logistical services to its clients at new levels of quality. 

For effective development of logistical activity, the interoperability of all parts in the logistical chain is necessary to be achieved.

“The creation of a competitive environment in Russian ports and speeding up the work of customs is very important. The development of railway logistical infrastructure is a necessary, but not the only condition for the effective development of logistical activity. Therefore RZD should have the opportunity to build an effective logistical chain by participating directly in the activities of all key elements in this chain, for example, in the work of the ports,” said RZD President.
