RF Government approves draft Concept for reforming management system of Russia’s IWW– Transport Ministry

On June 11, RF Government has considered and generally approved the draft Concept for reforming management system of Russia’s inland waterways, introduced by the RF Ministry of Transport, PortNews IAA learnt from Aleksei Klyavin, Director of the Department of State Policy in the field of Maritime and River Transport, RF Transport Ministry. Klyavin added that “the Ministry was waiting for the documents with the governmental decision and detailed orders as regards the work in this sphere.” 

The infrastructure of Russia’s inland waterways is worn out to a high extent. It requires considerable investments for maintenance and repair to preserve technological stability of inland water transport. The system’s high capital intensity determines considerable demand for investments, the draft Concept reads.

Apart from this, the reform is to facilitate the completion of institutional reforming of the industry and its state management system as well as integration with the system of European economic ties and implementation of Russia’s transit potential within the framework of international transport corridors.

RF Transport Ministry believes that the measures aimed at reforming of IWW management system will help in solving key problems of IWW maintenance and river ports operation as well as form a foundation for further branch development.

By 2015, inland waterways are to transport up to 180 million tonnes of cargo and river ports are to handle up to 300 million tonnes of cargo and service up to 28 million passengers per year.
