Vladimir Putin gives instructions related to bunkering and development of transport infrastructure in Russian South
RF President Vladimir Putin has ordered the Government consider the reasonability of fixing foreign currency rates for stevedoring services in Russian seaports. According to the Presidential Administration, the order was sighed following the meeting on the development of port infrastructure in the Azov - Black Sea region held in Novorossiysk on September 23, 2014.
Besides, the President ordered to elaborate the issue of signing direct contracts between cargo shippers and owners of oil infrastructure when exporting cargo from the ports of the Azov - Black Sea Basin.
Also, it was ordered to ensure integration of the Crimean Federal District’s ports into Russia’s transport system, taking into account plans for building other sea ports in the Azov and Black Sea basins, Defence Ministry facilities, and environmental and social factors.
Under the instructions, a priority should be put on construction of the rail and road approaches to the bridge that will be built across the Kerch Strait, in order to complete the bridge’s construction by the end of 2018; a package of measures should be undertaken to debottleneck railway approaches to southern seaports of Russia including a detour route of the Krasnodar railway hub.
In the sphere of bunkering, it was ordered to undertake measures aimed at minimization of intermediary services between the suppliers and consumers of marine fuel when performing bunkering operations.
Dmitry Medvedev was appointed as a person responsible of execution of the above orders and instructions. The report on execution is to be submitted by December 1, 2014.
