Russian President Vladimir Putin has signed the Federal Law dated 03.07.2016 (No 253-FL) On Amendments to Russian Legislation to Improve the Legal Regulation of Relations Pertaining to the Limitation of Liability for Maritime Claims and the Use of Foreign Vessels in the Internal Waters and the Territorial Sea of the Russian Federation. The law aims to adjust Russian legislation to Resolution LEG.5(99) of the International Maritime Organisation in the part that concerns increasing the liability limits by 51 percent for maritime claims that are set out in Article 3 of the 1996 Protocol to the 1976 Convention on Limitation of Liability for Maritime Claims.
The law also stipulates the rules for foreign tourist vessels in Russia’s internal waters and territorial sea.
State DUma of the Russian Federation approved the bill in the third, final, reading on June 22, 2016. The Federation Council approved it on June 29.
