RF Ministry of Agriculture approves Strategy of sea terminals servicing fishing ships

The Strategy for the development of sea terminals for comprehensive servicing of fishing ships with consideration of coastal logistics infrastructure involved in transportation, storage and distribution of fish products till 2030 has been approved by the Ministry of Agriculture of the Russian Federation (Order No 189), says the Federal Fishery Agency.

The document has been developed to meet the instructions of RF President Vladimir Putin given after the dedicated meeting of the State Council held I October 2015 and the Plan of activities on modernization and development of port infrastructure approved by RF Government Order dated 27 December 2016.

The Strategy foresees a large scale modernization of the existing ship repair and logistics facilities as well as construction of new ones, creation of port infrastructure in key fishing basins of the Russian Federation: Far East, Northern, Western, Azov-Black Sea and Volga-Caspian Basins.

Key indicators of the Strategy: the share of Russian fishing ships that undergo maintenance in domestic ports (in terms of gross capacity) should grow to 80% (in 2015 it was 40%); annual number of orders for maintenance of large- and mid-capacity fishing ships should be raised to 440 units vs 270 units in 2015; the amount of fish products transshipped via Russian ports should be increased from 1.5 mln t to 3 mln t; capacity of cold storage facilities in ports should be increased from 235,000 t to 440,000 t.

Total investments for implementation of the Strategy are estimated at RUB 26.5 bln (2017-2025). 

With redirection of Russian cargo to domestic terminals, the revenues from services on transshipment and storage of fish products and on maintenance of fishing ships is expected to grow by at least RUB 11 bln adding minimum RUB 6 bln into Russia’s GDP annually.

The Strategy is expected to facilitate the growth of the demand for fish products and services of related industries (construction, supply of transport facilities, equipment, etc.)

Construction of new transshipment facilities, establishment and development of companies for servicing of fishing ships will let generate at least 1,000 new jobs in coastal regions of the Russian Federation. Development of infrastructure and reduction of logistics costs will let decrease fish price in the domestic market by up to 10%.
