Professional emergency response team of Kontur SPb LLC recommended to be certified for emergency response to oil spills

On September 11-13, the port of Novorossiysk hosted the activities for certification of a professional emergency response team (PERT) of Kontur SPb LLC for the right to conduct emergency response to oil spills on the continental shelf of the Russian Federation, in internal sea waters, territorial sea and contiguous zone of the Russian Federation, the company says in a press release.

For that purpose, Central Certification Commission (CCC) of Rosmorrechflot (Federal Marine and River Transport Agency) formed an expert group and arranged an on-site inspection of the PERT.

Rosmorrechflot’s team checked the compliance of PERT with RF Government’s Decree No 1091 (dated 22.12.11) having analyzed the company’s documents; staffing and equipment level; availability of storage yards, berths and premises for rescue equipment; training/relaxation premises for rescuers; readiness to respond promptly to emergency situations.

As part of the readiness inspection, an exercise involving all forces and facilities of the PERT was held on September 13 in the water area of the port of Novorossiysk and at the berths of Novorossiysk Oil Terminal. The Kapitan Shiryayev tanker, the Tuters and Rodsher tugboats were involved in the exercise.

According to the statement, the exercise was held in challenging hydrometeorological conditions (storm warning and wind exceeding 15 m/sec). However, all the tasks on response to virtual oil spill have been completed successfully with the demonstration of all forces and facilities’ readiness to respond quickly and efficiently.

The commission has drawn up a report according to which most of the experts recommend that CCC certifies KONTUR SPb’s PERT in Novorossiysk for the right to conduct the abovementioned works and acknowledge it to be statutorily compliant.
