New heavy fuel oil export terminal put into operation in Tuapse

Rosneft OJSC has put Tuapse Export Terminal into operation. The terminal is to dispatch 3 million tons of heavy fuel oil every year. According to AK$M, Sergei Bogdanchikov, Rosneft President headed a delegation, which visited Krasnodar region on April 4 to participate in the ceremony of work completion. Owing to new technological decisions introduced at the terminal it will take considerably less time to prepare heavy fuel oil for export.

In 2006, Tuapse Refinery distilled 4.291 million tons. However, refining depth is one of the lowest in Russian Federation (56%). Heavy fuel oil, major product of the refinery is supplied mainly to the North-West region of RF, Ukraine, and Baltic states. According to Alexander Sapronov, Rosneft Vice-President, the refinery is now to decrease supply to Ukraine and Baltic states.

By 2012, Rosneft plans to raise the capacity of Tuapse Refinery to 12 million tons. The refinery reconstruction will be held parallel to raising volume of oil products transshipment via Tuapse Terminal to 17 million tons. Through integration of the refinery and the terminal Rosneft is to create a unified system for production and export of high-quality oil products to the markets of the Mediterranean Sea.

According to Rosneft’s business-plan, the complete volume of primarily distilled oil, including output of other refineries, will make 27.825 million tons in 2007 (+15.8%, year-on-year). Output of Rosneft own refineries is to grow by 11% to 12 million tons. Tuapse Refinery is to distill 5 million tons of oil (+16.5%, year-on-year). Loading of Komsomolsk Refinery is to increase by 7.4% to 7 million tons owing to reconstruction of a primary distillation unit. Total production of oil products, including other refineries is to amount to 26.3 million tons.
