In the near future a working group of the Ministry of Industry of Russia lead by the head of the USC Yuri Yarov will come to the Far East to study the situation with the Far East Centre of Shipbuilding and Ship Repair (DCSS). After converting its future members into JSC DCSS will encompass DVZ Zvezda, Khabarovsk shipyard, the plants of the Ministry of Defense of the Russian Federation: "30 SRZ", "92 SRZ", "178 SRZ", "179 SRZ", "SVRC" and JSC "Dalzavod", "Amur Shipyard", "Nikolaev Shipyard".
The government of the Russian Federation prepared legal provision according to which the heads of these enterprises before September, 10th, 2007 should have developed the scheme of their privatization (establishing JSCs). However, according to the experts of Rosprom weak control from the federal structures and reluctance of the "red directors" (very negative slang word for the heads of state companies profiting on stagnation) did not allowed to make it in time. As a result DCSS was registered only on December, 11th, 2007. According to the heads of the Far East plants included into the structure of the new holding because of the lack of funds they could not pay for the inventory of their enterprises and transform them into JSCs. At the same time some, like Khabarovsk shipyard and 179th SRZ are in the finishing stage of establishing a JSC. Northeast Regional Centre on Repair and Recycling of Arms and the Military Technic were already transformed into JSC.
